Where is open data in the Open Data Directive?

The 2019 Directive on Open Data and the Re-use of Public Sector Information draws together two traditions in ensuring proactive access to government data. On one hand, it embraces concept ‘open data’, a rooted accountability transparency for citizen participation. other directive covers re-use non-sensitive public sector information, which is deemed crucial internal market realisation European data economy. Indeed, itself further iteration an earlier 2003 information. Yet, despite appearance seamless fusion different concepts, important interrogate critically what extent open actually incorporated. While shorthand title (ODD), there risk that much movement’s demands fall outside its purview. Hence, present paper undertakes careful analysis ODD. It asks firstly, how does align with diverge from rationale requirements movement data? And secondly, are implications this participation? findings show original largely technical principles somewhat respected incorporated into ODD but disjointed behind them. References participation supporting documentation, while welcome, being little more than window dressing.
